I haven't tried them with water instead of milk but I think there is a pretty good chance that it might affect the outcome if you did. If you don't usually keep milk in the house, an easy option would be to make a quick batch of oat milk just for the purpose of making the scones. It takes literally 20 minutes and all you need is a blender, some oats, water and a sieve. http://avirtualvegan.com/oat-milk/ If you do try them with water let me know what happens!
